General Information

Coaches

  1. Who particates in the WTYFL is required to attend the mandatory meeting set for each year. Every head coach willl be given a two week notice of the meeting in advance. Failure to attend could result in their termination as a coach
  2. Who participates in the WTYFL can not have a child offense on their crimal record
  3. Who participates in the WTYFL can assign their own assistant coaches but they are responsible for their actions on the practice and playing field.
  4. Who participates in the WTYFL MUST hold a parents meeting at the first of the season to inform them not only of the WTYFL rules , but the rules and expectations that you may have on your team such as their behavior at practice and on game day.
  5. Who participates in the WTYFL who are found to be teaching kids dirty football will be terminated..
  6. Who participates in the WTYFL that shows poor sportmanship at anytime will be suspended for their next game or until a decision is made by the board of directors.
  7. WTYFL will take any violations made by a coach to the board of directors and a decision will be made by the board to determine action to be taken against that coach or coaches.
  8. Must report to office if a player misses his third practice. His uniform will then be picked up unless he has a valid reason for missing practice.
  9. Coaches must use photographer designated by WTYFL.
  10. Coaches must provide a list of their assistant coaches.The list may not be added to after presented to the league.All assistants must be 21 years of age.There will be no water boys as the coaches must provide this service to the players.
  11. All coaches and players shake hands after the game.
  12. Each team pick up their side lines after their game
  13. Coaches can not be abusive to each other on or off the field
  14. If a parent chooses to pull their kid from the team wtyfl must be notified that day.There will be no refunds. Do not ask. Coaches are responsible for collecting that players equipment.
  15. WTYFL has the right to change or amend any rule or decision at any time it deems necessary.

Teams

  1. Are set up by their middle schools 
  2. Are required to have a $500.00 sponsor fee paid by the deadline set by the WTYFL
  3. Are required to have all their registration fees paid by the deadline set by the WTYFL before the team is eligible to play.
  4. Can have a minimum of 25 players, but no more than 30. Thirty players is considered a full roster.
  5. Are under the authority of the WTYFL.
  6. Must complete all paperwork before the team is eligible to play.
  7. Are required to be at all assigned games. All coaches will be terminated indefinitely.
  8. Are required to show good sportmanship at all times.
  9. There will be two divisions--Division One and Division Two.

Player Eligibility

  1. Players can be in the 4th, 5th or 6th Grade.
  2. Players can be 9,10, 11 and 12 years of age.
  3. No 7th Graders.
  4. If the middle school splits between two high schools, the kid will then play for the high school in which their current address is assigned to. 
  5. Home School, Private School the same rule applies.
  6. Coaches may bring their kid over to play out of district. Only their child, not kin.
  7. Sponsors who pay full fee of $500.00 may let their kid play on that team.
  8. Anyone who knowingly violates any of these guidelines will be removed from their duties. (Remember, kids know each other and will talk.)

Home and Private School Players Eligibility

Players can not be 12 years of age after Sept 01. This rule has changed due to safety issues. If you have one of these players, you must acknowledge them on your roster.
If a player is 11 years of age and turns 12 years old on or before Sept. 01, that player is eligible to participate in the WTYFL.
The high school district the kid lives in is the district the kid will play for.


 

Restricted Weight

Tight end and receivers can not weigh over 140 pounds. They can only advance the ball in these two positions. They are not allowed to handle the ball behind the line of scrimmage.

Rosters

1.
2. Cost is $100.00 per player.
3. A minimum of 25 and maximum of 30 players per roster.
4. Head Coaches are responsible for having their roster complete. (All information filled out on roster.) Otherwise they will not be accepted.
5. A date will be set by the WTYFL office for roster deadline.
6. There will be no extension given.
7. WTYFL will provide a system/order on how your roster will need to be turned in.
8. A WTYFL roster form will be provided for each Head Coach.
9. No other forms will be accepted.
10. WTYFL office will provide all proper paperwork for all coaches.
11. After roster deadline no players can be added.
12. WTYFL will not accept any personal checks. Cash or money orders only. No partial  payments will be accepted.
13. Money orders can be made out to WTYFL.
14. No team can add a player after the rosters are turned in.

Games and Game Days

  1. Games are scheduled to be played on Saturday.
  2. Due to bad weather, WTYFL reserves the right to reschedule games on other days.
  3. Games must have 11 players to start the game. Any less the team will forfeit the game at the start of game time.
  4. Games will be played with 4-10 minute quarters.
  5. Games will have 8 minute half-times.
  6. Games will be run by regulation clock.
  7. Coaches will have 3 time-outs per half.
  8. Every kid must play if they have met the requirements of WTYFL and of the Coaches guidelines that were set in place.
  9. There is no set playing time. Coaches, please be fair to the kids.
  10. Coaches have the right to play or not play a kid.
  11. Coaches must notify WTYFL office of a kid who will not play in a game prior to the game.
  12. A disciplinary form will be give to the Head Coach and that form must be turned in before every game, signed by the Head Coach. This form will be kept for parent reasons.
  13. Only coaches and players are allowed on sidelines.
  14. Coaches and players must stay between the 25 yard lines during the game.
  15. No fans/spectators are allowed on the sidelines or field. Fans/spectators must stay in designated areas.

Sign-ups/Registration and Equipment

  1. Every team must have someone present from their team, a coach, on sign-up day.
  2. It is important that every coach is there to answer any questions that a parent may have for your team.
  3. There will be no exceptions.
  4. A date will be set by the WTYFL office for sign-up day.
  5. Even if the coach signs up kids prior to the date, that coach is still required to represent their team at sign-up day.
  6. Out of town teams are exempt.
  7. No team can start any type of physical training or practice without notifying the WTYFL office.
  8. All forms that are required to be turned in with your roster will be given out prior to pad up day.
  9. No money will be taken on sign-up day.
  10. A date will be set by the WTYFL office for registration day.
  11. Registration day all money and paper work is due.
  12. On registration day the following will be required: (roster, release forms of players on team, copy of birth certificate,class schedule of school attending, and player's fee of $100.00.)
  13. No checks will be accepted.
  14. Only cash or money orders. Money orders must be made out to WTYFL.
  15. No player will be issued equipment until fee is paid.
  16. Once a player has been picked to play on a team and has paid their fee, there is "No refund."
  17. WTYFL will have in place a check-out and check-in procedure that everyone must follow.
  18. All equipment will be taken at the last game of the season. Every kid must have a change of clothes on that day.
  19. Parents refusing to return equipment will have a replacement cost of $200.00 or face legal action.
  20. WTYFL will furnish the following: (Helmet, one mouth piece, chinstrap, shoulder pads, pant pads, pant, belt and jersey.) All of the items listed are to be returned except the jersey.
  21. Kids, no metal or hard plastic cleats allowed.
  22. Any equipment that has been altered without the approval of the WTYFL office, the players' parent will be responsible to replace the item at cost.
  23. If a player wishes to use their own equipment, the equipment must be approved by WTYFL staff first.
  24. At registration all players will furnish to the league office a signed release form,contract,birth certificate a copy of the school registration form he filled in when he was registered for school.
  25. Each person registering for the league must present a copy of their school registration so as to show which school they will attend.

Weigh-In Procedure

  1. Every player will be weighed on roster day.Any player that is not weighed on this date can not join the team later abe be eligible to advance the ball. 
  2. A coach from any team has the right to check other team's rosters for weigh-ins.
  3. All players' weights will be kept at the field for further references.
  4. A Player will be placed on a scale set at 140 pounds and the player will either weigh over, under or at 140 pounds.
  5. The kids will only be weighed one time.
  6. We will weigh each kid at registration time.
  7. The SAME scale will be used for every player.

Officials

  1. WTYFL will provide officials for every game.
  2. WTYFL pays these officials to call the games and to take control of the games according to NCAA rules and Interpretations and WTYFL special rules.
  3. WTYFL will not tolerate any abuse that is directed to the officials from coaches, player and fan/spectators.
  4. Officials appointed by WTYFL have the authority to eject coaches, players and fans/spectators from the field for disciplinary reasons.
  5. Anyone refusing to leave will be escorted by Law Enforcement and will be Criminally Trespassed for the remainder of the season. No refunds.
  6. No tolerance for abuse by parents, coaches or players
  7. Coaches that use abusive language or display bad sportmanship to any official will not be tolerated
  8. Coaches have a right to call a time out, speak with head official about the call. If official wishes not to change his decision,end of discussion.
  9. Any type of out burst from anyone due to an officials call will be dealt with severely
  10. Any player pointed out by an official using abusive language or fighting will be ejected form that game and the following game
  11. If a coach feels as tho he is being mistreated by an official during a game may contact the wtyfl office on the following business day of the incident
  12. At no time will the wtyfl interfere with an officials call during the game. It also, will be addressed on the first business day
  13. Coaches must provide a list of their assistant coaches.The list may not be added to after presented to the league.All assistants must be 21 years of age.There will be no water boys as the coaches must provide this service to the players.

Conduct

  1. Any coach that displays any type of misconduct to WTYFL staff, player or any volunteer of the WTYFL, may result in some type of disciplinary action by the WTYFL office or may be terminated.
  2. A player, who shows any type of misconduct during practice or game, may also result in a disciplinary action or removed from the team indefinite.
  3. A fan/spectator, who displays misconduct, will be criminally trespassed and will not be allowed to return for the remainder of the season.
  4. An Official who displays misconduct will be reported to the proper authority and removed from their duties.
  5. No coach or person is allowed to cuss, grab or place hands on any player to discipline the player.
  6. Any player caught fighting or using abusive language will be removed from their team immediately. This kind of conduct will not be tolerated.
  7. WTYFL reserves the right to discipline any coach, player, or member of any gross misconduct. Discipline may range from reprimand to ejection.
  8. Any coach or player ejected from a game for any reason will not be allowed in that game or their next game.

WTYFL Rules and Interpretations outside of NCAA (as of 2007)

1. The games/tournaments will be played under the NCAA Rules.

  • Exceptions: · Ball carrier can not be over 140 pounds.
  • Fumble recovery, on side kick, punt return, kick off return or Interception can not be advanced by a player over 140 pounds. If this happens, the ball is down at the point of turn over.

2. Player Eligibility:

  • Ages: nine, ten, eleven and twelve.
  • Grades: 4th, 5th and 6th. Home School, Private School or any other schools beside a public school the player can not be over eleven years of age by the end of the season.
  • No player will be granted a transfer before or during the season.

3. Coaches:

  • No more than four coaches on the sidelines. This includes the water boy.
  • Head coaches are responsible for their coaches, players and parent's actions.
  • There is a no tolerance for any type of out burst to an official. If this happens, that coach is relieved from their duties.
  • Win or lose, all coaches are to go across the field and shake every player and coaches hands.
  • Any coach that makes a scene on or off the field, right or wrong, will be terminated. All incidents will be handled in a respectable manner on a different day and time. (In order for the kids to learn good sportsmanship, it has to be taught and shown be the coach.)

4. Rosters and Equipment:

Rosters must be turned in on time and with the following paper work: (Copy of Birth Certificate, Release Form, Class Schedule, and a Money Order or Cash for &100.00.) Thirty players to a roster. This is a “Complete Roster.” NO CHECKS!

  • No roster will be excepted if the above is not complete.
  • Rosters must be readable.
  • Rosters must be complete including good addresses and phone numbers.
  • The original roster will be turned in at the WTYFL Office. A copy will be given to the Head coach.
  • At no time can a player be added to your roster after roster deadline.
  • Your league team is your tournament team.
  • No equipment/Jerseys will not be handed out until your roster is complete.
  • No WTYFL equipment is to be used outside of the league without the permission of the WTYFL.

5. Overtime Play:

  •  A coin is tossed to determine Offense and Defense.
  • Defense chooses the end of field to defend.
  • Each team is aloud one time out.
  • The ball is placed on the twenty yard line.
  • The first team that scores, wins!
  • If neither team scores from the twenty five yard line, then the ball is placed on the twenty yard line. The teams switch Offense, Defense.
  • If neither team scores from the twenty, another coin toss and then the ball is placed on the ten yard line.
  • A team must score to determine a winner.
  • When a team scores, the total points given is six points.

Playoffs

  1. Playoffs are subject to change due to the total number of teams in the league.
  2. If there are an uneven number of teams, playoffs will be determined during the mandatory coaches meeting.
  3. Tie-breaker- There will be a playoff game in the event of a tie in any division.Certain number of teams in each division may be eliminated and not go to playoffs. This will also be determined before the season starts. (Due to number of teams in league or division)

Field Equipment

  1. WTYFL will furnish all equipment that is needed for game day.
  2. WTYFL will furnish every team one game ball.
  3. Game balls furnished by WTYFL must be returned at the end of the season.
  4. Coaches who want to furnish their own game ball must have it approved first by the WTYFL office or Official.
  5. All game balls must be TDY leather.
  6. Coaches must furnish their own kicking tee.
  7. Coaches must furnish their own practice equipment.

Injuries

  1. All injuries must be reported to the WTYFL office within a 12 hour notice.
  2. WTYFL is not responsible for any injuries as stated in the release form.
  3. A player that seeks medical attention must provide WTYFL office a medical release slip before that player is allowed to practice or play in a game.Anyone who violates this rule is subject to dismissal.
  4. If a player is placed in a cast for any reason, the player must furnish a release from their doctor and parent before returning to practice or game.
  5. WTYFL is not responsible for any injuries to players,fans, or spectators as stated on the release form from WTYFL.
  6. Release forms must be complete,signed and turned in before a kid is padded up to play.
  7. If a player  is placed in a cast, that player is ineligible to play.

Scheduling Dates and Times

  1. Scheduling will be provided by the WTYFL office.
  2. Special scheduling for out-of-town teams will be considered.
  3. Once the schedule is made, it's final.
  4. Please remember, it is impossible to make everyone happy.
  5. Scheduling is subject to change during the season due to Mother Nature.
  6. WTYFL will have two divisions, (Division one and Division two).
  7. Divisions will be determined by the WTYFL office. This decision will be made once all teams are determined.

Admission

WTYFL will have a gate admission:

  • Adults: $2.00
  • Kids: $1.00
  • Under 10 Free

Coaches, tell parents in advance. There will be no tolerance for abuse at the gate. The person at the gate is a volunteer. If there is a problem, please have the person contact the WTYFL Staff and not be verbally abusive to the gate person. This money pays for equipment, field preparation, snack bar cost and other bills that are occurred to operate the league.

General Information

  1. If a team is short on their roster because of the turn-out for that school. WTYFL will place kids closest to that school district to form the team.
  2. Coaches, do not put your-self in a bad situation. If you know you have an ineligible player on your team, you will be the person who has to tell that kid he cannot play. It is the kid you are hurting.

WTYFL has set these guidelines to help every coach and player to know what is expected from them. Guidelines and Rules are made for a reason and WTYFL wants everyone to know that our reason is to be organized and to have some structure to the organization.

TO THE PARENTS OF THE WTYFL:

     On  behalf of the West Texas Youth Football League, Gerald Cole and Scott Riley,founders of WTYFL, would like to welcome you and your family to the upcoming season.We hope that we can provide the best youth football program in the state of Texas for you and your child this season. We do have some areas that we would like to cover with you so that you and us can hopefully solve any issues that may arise during the season. The WTYFL is made up of several volunteers. These volunteers spend their time with us to make a better playing environment for you and your child.

     We had some problems in the past with parents yelling, cussing, and dis-repecting our volunteers. The WTYFL anticipates a few problems but hope they are just minor problems. We want you to be able to come out to the games and have a good time. In doing so, we ask of these thing:
1.Remember, the person at the gate is a volunteer and does not set the gate admission or make the rules. WTYFL DOES NOT ALLOW FOOD OR DRINK TO BE BROUGHT IN TO THE STADIUM.
2. The person who is annoncing the game is a volunteer and volunteers make mistakes also. Who knows? You may not be able to pronounce their names correctly also.
3. WTYFL has posted certain areas around the field where you cannot park. The area is on the outside of the playing field on the east end and south end of the field. This comes from the Bushland ISD, not the WTYFL.
4. Remember, you are responsible for returning WTYFL equipment at the end of the year. Failure to do so will result in a civil law suit.
5. Most of all remember, how would you like to be treated by others if you were volunteering your time.
6. And last, WTYFL will not tolerate any abusive language in the stands,playing area,or to an official,coach,player of another spectator. Especially a volunteer!!. Anyone who can not control their own behavior will be criminally trespassed for the entire season. WTYFL has the right to have you escorted by law enforcement out the gate for any violation. And there will be no refunds.
